I am not a developer, but like you, I am a user of OOo. As I wrote I
am certainly not a power user of the outline view so I was keen to
learn and maybe suggest to the developers what features may need to be
included.

Yes, this is missing. I guess what you mean is the ability to drag a
section to its new place right?

Thanks for this link. I see now what the limitations you mentioned are.
