I don't think these are alternatives, I think they are different aspects of the same 'mode'. I.e. I think when the consumer all go away, you should not renew credit but release the message you do receive (presumably sent for previously granted credit).
The alternative 'mode', if there was to be one, would neither throttle nor release, but would accept but drop messages when there were no consumers. The question then is whether there is sufficient value in adding such a 'mode' or if requiring that messages be sent presettled is an acceptable way of triggering that type of behaviour.
