Problem now "USER_IN_WELCOMELIST_TO" with spamassassin 3.4.2-
0ubuntu0.16.04.4 on Ubuntu 16.04 LTS:

sa-update failed for unknown reasons

So all Ubuntu 16.04 LTS and my be older Debian installations are
affected.
