The point is this:
UTF-8 emails SHOULD be base64 encoded.
ASCII emails SHOULD NOT be base64 encoded.
Therefore, an ASCII email that IS base64 encoded is unusual and is frequently seen in
spam, so it is scored in SA.
A UTF-8 email that is base64 encoded is normal and so is not scored simply for being
encoded.
