I am not sure what to do about it. My rule says "welcomelist_from_spf", but the 
header behaves as if the rule were "whitelist_from_spf". 

Another problem I see is the difference between spamassassin and spamc: the 
first includes the whitelist, the second does not. spamc reads from the server, 
and I did restart it.
