No. That's highly unusual and I'm not quite sure why you (or anyone
else) are even accepting someone else being the owner of your domain.

I agree fully. If your hosting provider insists on being the registrant of your domain, run. Run far away. A friend of mine got burned this way by a hosting company. Their reliability was poor so he switched providers, and they held on to "his" domain name out of spite. He never did get it back from them.
