Well if I test spamc using the following command:

spamc < /sample-spam.txt

It prints put the edited email following by the original on the screen.

Does that mean that spamc is working correctly?

If I understand correctly it means that spamd is present in the system.
Your main concern is to bring SA and your MTA together. Either read SA wiki's or ask your questions at your MTA's maillist (qmail?).
