yes. URIBL is getting more and more effective, as viewed from here. and
this view isn't just luck, because I have a few addresses which seem to
be "first targets" (I do report the corresponding URIs to uribl, and I
encourage others to do so).

I know, which is why I "concluded" by only referring to the CHARSET
rules, which are standard and static.

(I actually don't rely on this rule).
