I stopped using rpm based distro when redhat dropped support for redhat 8, after that i changed to freebsd and gentoo, but to be more constructive to rpm clients needs more attention to get svn version build as rpm packages

Ruleupdates should have being if version before if perl_version, so this the test of perl was only done on svn version of sa, it have nothing to do with update or change dependice of perl installed
