You probably run sa-update too early -

but usually there are daily score-updates what didn't happen for more
than two weeks now!
just in case it hasn't sinked in yet:
sa-updates / rules/score promotions depend on masschecks which are run
by volunteers.
If spam/ham corpus aren't large enough, there are no updates.
Volunteers willing to donate a few cpu cycles and a bit of time are
always welcome.
