It /has/ not been released.
(as it happens, it won't be released at all.)

We don't consider anything as officially released (meaning: comes with
stability, production-quality, and compatibility guarantees) until we
announce it --- which we do by emailing announce@ and updating
http://subversion.apache.org/download/.

The "has been released" distinction makes little difference for
pre-releases (which come with little promises in the first place), but
for non-pre releases http://subversion.apache.org/prerelease-caveats
applies.

Now, the collabnet page put the beta1 binaries on the same page as
nightly snapshots. If it somehow left the impression that beta1 is
stable, or has been blessed as a release (as opposed to being a tarball
that was tagged and presented for devs to test and approve), that should
be clarified.
