Tomcat is very unlikely to swallow such exceptions.

What if you try a simple test: write a test servlet that generates a ton
of output: multiple megabytes. Write to the response's OutputStream
(instead of the Writer). Cancel that while it's downloading and see if
you get an exception. It may just be that PrintWriter is ruining your
day, here.
