"$CATALINA_HOME"/bin/setenv.sh fi i.e. it takes setenv.sh from $CATALINA_BASE if it exists, otherwise from $CATALINA_HOME. All the other script files are supposed to remain in $CATALINA_HOME/bin. I am talking about the latest version of those scripts. I do not know how old your Tomcat version is. You may look at your catalina.sh for yourself.
