tried that didn.t work.
On a working server, my localhost entry is
<Context docBase="%SystemDrive%/inetpub/wwwroot">
<WatchedResource>WEB-INF/web.xml</WatchedResource>
</Context>
and lochost:8888 gets me into the tomcat admin and it all works
the non working server had the exact same entry, and I tried changing
it to point to the c:\railo\tomcat\webapps\root
