Try going to yourwiki.com/xwiki/bin/edit/XWiki/XWikiPreferences?editor=object and then expand the "Objects of type XWiki.XWikiPreferences (1)" section, then find where it says: "Maximum Upload Size" That number is a number of bytes, I usually just make it really huge.
