Craigslist would be an excellent place to start such a forum under the
math and sciences discussion forum. Items posted under one city's forum
appears in all. You are likely to have an educated, activist-minded
audience on craigslist.

What I mean is, I'm thinking of creating a 'newsgroup' or something
that I'd run from home which format would resemble this.
In other words. I'd have an e-mail address and run some engine off of
that so that messages addressed to that post would go to a group of
people who would have enrolled for that (free) service.
