Perhaps, at a certain point in the future, we could call a "flag day" and get the biggest email providers in the world to agree and advertise that they will stop accepting and delivering email in cleartext on that day, full stop. But still, I agree with John - the priority is on not losing legitimate email, and it would be hard to convince everyone to sign up (especially managements). Also, some regulatory push could do a lot, as it would allow operators to turn off cleartext without having to take responsibility for the lost messages. In some drafts of the ePrivacy Regulation (at the European Parliament) there was a requirement for "end-to-end encryption of electronic communications"... In the meantime, many are making efforts to evangelize the industry on DANE and MTA-STS - that's what we can do immediately.
