I know there are several Linux solutions, but I can't vouch for any of them 
myself.  FreeBSD has a great traffic-shaper called dummynet that works in 
conjunction with its IPFW firewall.  I could answer questions if you wanted 
to go that route.  OpenBSD also has a nice (from what I hear) 
traffic-shaper, but I don't have any experience with it (yet).
