Your friendly USB hardware makers have decided to make this even more
confusing.  The version numbers you mention are now known as:

USB 1.0 -> USB 1.0
USB 1.1 -> USB 2 High Speed
USB 2.0 -> USB 2 Full Speed

USB 1.1 (USB 2 High Speed) and 2.0 (USB 2 Full Speed) actually use the
exact same protocol.  The only difference is that 'Full Speed' is much
faster (~400 Mbps instead of ~11Mbps if memory serves).  So, yes, your
USB 2 Full Speed device will work fine on a USB 2 High Speed connection.
In other notes, I'm using a supposed USB 2 (don't know if it's full or
high speed) printer on two computers that only do USB 1.0 without a
problem.
