I've found that cupsconfig automatically starts up cupsd if its not
running.  After a reboot and cupsd not running, printing won't
work..  make sure in there is a symlink in /etc/rc.d/rcX.d (which ever you
are booting to) that points to /etc/rc.d/init.d/cupsd
