I don't think this could/would/should happen, since the UUG is explicitly connected to BYU. I know, we're trying to get out of the clutches of BYUSA, but it'll still be a BYU club with BYU sponsors (e.g. the CS department).
However, I do think PLUG would be a good candidate to head something like this up, *if* they wanted to and had the resources. I for one would be more than willing to pay to hookup to a city fiber with PLUG as my ISP :)
