No, but I've heard of people who were allowed to redownload them. I
haven't actually lost them myself. From what I've heard, if you lost
them due to a hardware crash, they can authorize the redownload of
your music, and set the number of computers it's been used on back to
zero. I think it mostly depends on you having a good story, being firm
with apple on the phone, and not getting an operator who's having a
bad day.
