Because that would make sense? Actually, that suggestion came up four years ago when they were originally voting on whether to do iProvo. At the time, the main reasons for not doing it were because iProvo was closer to completion than Utopia and would have been delayed by such a merge, and because the city wanted the projected revenue from iProvo. Of course, neither of those reasons applies anymore.
