The problem is "business for the whole club" is far too broad and
leaves a lot of room for interpretation. This, in my opinion, is one
of the problems. Frankly with the onerous process for dealing with
such business, it tends towards the most limited set when interpreted.

Actually, 2.1 was one of the last things adjusted* in the charter. The
official membership restriction is intended to make it so elections
are driven by the people directly affected. As much as I love still
being on the list and involved as an alumni, the vote should be the
people who are actively in the club.
