Tested in Chrome 46.0.2461.0
Steps to reproduce:
============
Type in the console:
var b = [];
b[Symbol.isConcatSpreadable] = false;
[].concat(b).length; // 0, should be 1
Further Analysis
==========
The issue appears only when all objects handled by the .concat() method are
plain arrays whose prototype is not altered.
For example:
[].concat(b, new Array).length; // 0, should be 1
[].concat(b, new Object).length; // 2 (correct)
