Regarding #14: That's a trivial change:
function call_fn(f) {
if (f.seen_so_far) {
print("known function");
} else {
print("new function");
f.seen_so_far = true;
}
}
It is irrelevant if call_fn has non-local variables or not, it is the fact
that functions behave like objects and have identity what makes the
transformation illegal in general.
