Whit, Someone had posted this link on CSW when asked about freeware graphics programs. It refers to wikipedia and has a list of some that can be downloaded. These look to be mostly vector based graphics programs, meaning that they may typically have a little bit of a steeper learning curve but should be more powerful than a simple "paint" type program:
