Yes. Under default installations, Windows and/or IE invisibly renames anything it detects as a compressed file as .zip. I ran into this when I was trying to download and install VASSAL on someone else's computer.
You (they) need to pay attention to the "Files of type" box in the download dialog. Generally, you'll want to select "All Files." That prevents the renaming almost always.
