There's not presently a set location where you have to put modules. 

When you start VASSAL and click "Play Module", you should get a
file dialog, where you select the module you want. You should go
to wherever you put the B-17 module which you downloaded.

Are you saying that when you bring up in the file chooser dialog the
folder where you put the module, that you don't see the module? Or
are you saying that you can't find where you put the module? Or something
different?
