That's what it sounds like to me, as well. If you continue to
have problems, you may want to simplify the installation to make
things easier to find.
Uninstall Vassal through Add and Remove Programs
Download the manual installer
Reinstall Vassal and have it install in C:\Vassal
Place the mod in C:\Vassal\[mod] with [mod] being the name of the
folder you put the mod in. Pick any name you like.
Now you should be able to start Vassal and browse to the Vassal\[mod] folder
Works for me.
