I have forwards setup like the following:

make a .qmail-USER file in the directory of the domain (replace USER with
the username)
in the file type "&[EMAIL PROTECTED]" (without the quotes)

example of a forward from [EMAIL PROTECTED] to [EMAIL PROTECTED]
:
[EMAIL PROTECTED] closer]# cat
/usr/vpopmail/domains/neg9.netnitco.net/.qmail-root
&[EMAIL PROTECTED]
[EMAIL PROTECTED] closer]#
