ok so we're both right and we're both wrong. the patch functionality itself does not require the qmail-toaster patch, however, since the patch file itself was created against the qmail-toaster patch, it requires it to be cleanly patched without manual intervention. So, if you don't want to do any work, then I guess it requires the toaster patch.
