based on my very limited backend understanding I ended up with the same concern.
Arik/Omer/Roy, can you please double check the behavior in VURTI for the case 
suggested by Francesco above?

I'm almost starting to think we need a new VM state on vdsm side to be able to 
describe the "there's something, but we don't know what it is" state
