Who started it doesn't explain what dormancy has to do with it.
Unless you guys already consider Velocity to be dormant (see below for
my disagreement there), then this is irrelevant as we are talking
about the opposite of ceasing activity.

With dormant in this case I mean that there is not high activity anymore  (from 
a dev perspective
that is). The problem with the words stable/mature is that it doesn't 
necessarily make a statement
about the activity.

To me (and perhaps Geir and Henning, given their comments), "dormant"
says nothing is happening whereas "stable" implies that little
development is happening.  "Stable" is more positive and a much better
fit for a project with little (but not zero!) development activity and
plenty of user activity.  Better to just imply little development than
to make a statement that makes things seem in total less active than
they are.

So, any chance that we can get back to discussing the merits of
Velocity becoming a TLP given that Velocity is not "dormant" and does
not plan to become so?  :)
