There ARE actions you can buy. That's just an optional addition. I have never done that. But there should be several actions ready as default... and then it's just to record your own.
What buttons can't you find... 'Button mode' or the 'Actions' window? Try press Alt+F9. That should take you straight to the Actions window. In the upper right corner (above the scroll bar) you might find a little round button (CS3) or a square button with horizontal lines (CS4) that opens a menu... where you should be able to toggle between button and action mode.
