The problem I think lies in the fact that the fly is almost trashed.
Imagine the fly in pristine condition with the feathers remarried and
the
cheek feathers replaced.  It looks like a Psudo-Jock Scott type salmon
fly
with some variations- may not have a name.  Shouldn't be too hard if you
take it one step and material at a time.  Do not try to reproduce the
fly as
is now.  I can draw you a sketch as to what the original fly probably
looked
like, I believe, or at least pretty close.
