Ken,
I had the same problem some times ago. I discovered that the pressure of the index-finger which holds the feather on the far side of the hook is important.
 
I asume, that you hold the feather segments with thumb and index finger while putting them onto the hook. After forming the soft loop increase the pressure on the far side of the hook. This helps to keep the segments staying a top the hook.

I have a question about downwings for wetflies.
 
I've been tying some wetflies for cutthroat trout-- but I'm having a problem getting mine to look symetrical -- I do a soft loop -- but they still like to sit more on one side of the hook than the other.
 
Any suggestions how to improve on this.
 
I'm using turkey feathers to make the wings -- does anyone treat their feathers with flexament or something similar before cutting them into wings -- would this help?
