It's a PITA, but it can be done. Takes some practice, but (assuming you're right handed) rest your left hand on the vise. Use the index finger of your left hand to hold the loop upright. Use the thumb and middle finger of your left hand to assist in making the pass of the hackle from hand to hand. In other words, start the wrap with your right hand, pass it clockwise and hold it place with your left, then reach around the far side of the loop with your right hand and take the hackle and complete the wrap. Do this as many times as you need. Not as easy as a gallows tool, but it can be done. I tried it just to see if I could do it. I use a gallows tool, now. Good luck.
