Randy, 

It's not too hard to wrap conventional parachutes without a gallows if
they have a stiff wingpost base, but it will be fairly difficult to do
paraloops without a tool.  Though not impossible, as John says, it will
probably be frustrating and time-consuming.  

In the book, the illustrations show the kevlar thread loop being pulled
firmly from above; there's a significant upwards bend in the hooks.  It
really doesn't have to be that tight, so a simple home-made rig ought to
be just fine.  

Wrapping the hackle is remarkably quick using the tool.  Be sure that you
wrap loosely.  I made early ones pretty snug and that makes it risky when
compressing the hackle.  Several times I had stems break while pressing
the hackle down, but after starting to wrap them less snugly they were
easy to compress.  

Also, make sure that there's no twist in the kevlar loop when you hang it
on the tool.  If it's twisted that will also increase friction and
resistance while compressing hackle.  

Although some folks have said not to bother with the neck-breaker, it's
just a rubber band and a paper clip, and it does help to keep hackle out
of the way.
