I recently heard that the life of feathers is only about 10 years and hairs and furs up to 15 years. Is this true? Any long time tiers have an idea for shelf life of materials?

Depends on storage conditions. I bet that when keeping them hanging on racks like in a fly shop, they'll deteriorate from drying out, heat, and too much (sun)light, and that will be a fairly liberal assessment of the shelf life. If properly cleaned and stored, drawer life should be much longer than that.
