1) There is no HOWTO that I know of.
2) Setting up v4l2 depends a lot on the capture card you are using. 
Read the docs that come with the driver you are using.
3) MP1E works relatively well with v4l (except for lack of timestamping,
which also makes multibuffering pretty pointless).
4) It does not look like v4l2 will become the standard.  Instead some
sort of hybrid (I think Alan called it V4L+) will come in.
