In regards to the police, they were to be harmless jokes and they're expressing their opinions. There's nothing wrong with that. The main concern is how the public may interpret the videos which may confuse them of the state's stance in issues such as racism and homosexuality. If the videos in no way idenfied them as actual police officers (as opposed to people pretending to be officers), there would be no problems.
It's not a question of the right to express personal views, it's whether it left entities open to misunderstanding and misinterpretation.
