Glancing at the Breton plural rules at http://www.unicode.org/cldr/charts/latest/supplemental/language_plural_rules.html plural rules look like a complete fantasy to me. They must be rules of another language!? I can sort of see why there could multiple plural cases for Breton, because of mutations. But these are not really a plural. Mutations depend on several things like: gender, word before the mutated word, number, etc. I don't think that plural rules in po file can really express such complex things. That's probably similar to some extent in other Celtic languages which all have mutations.
