If a new member posts a message with a large attach, we will see it before it hits the list and can determine if the attach needs to be posted or not. The problem is when a non-moderated member (basically, anyone whose first post was not spam) posts a message with a large attach. We (listadmins, I mean) cannot see those posts before hitting the list unless we moderate each message, which we don't plan to do. I can take a look at Google Groups to check if a limit on attachments can be established, but after that the new policy should be agreed upon...
