What that key combo (DOCS) actually does is it tells the system to not
mount the designated boot drive. Typically this is the internal but the
system has no way to differentiate the internal drive from any external.
With the designated boot drive not mounted the computer reverts to
it's default boot order, i.e. floppy then SCSI starting from ID6 and
counting down to 0 IIRC.
