Well simply put . . . It works. I set the dip switches to the setting for a
VGA/SVGA monitor (235) and it worked! Mind you I also put in a new battery
and that helped a lot too, Anyway thanks for the tip.

To the best of my knowledge there is no standard "pattern" for these
adapters, instructions were usually included to assist in configuring them.
That said, here is what I found with a quick search:
