There are two ways to test -

1) substitute a known good part (a pain I know, but some 630s or
whatever the
powerpc compatible one is I have seen being given away )
2) get a voltmeter and some test probes. A little challenging with
this model the way its put together, is there easy way to run it with
the case open (or even to get to the wires) ? Most powersupplies can't
be tested simply by plugging in, you have to short the On leads.

I know others disputed this but did you try and start it with the hd
disconnected as I suggested ? Its a long shot but, this was first mac
with ide and it may be flaky there. Anyway someone else can comment
here, but I think that the hd is supposed to spin up before the
machine boots, this is because it takes extra power to get started
spinning. So if the system is "dead" I suspect the ps.

Oh you know since this computer starts by the keyboard that is also
possibility. I have one keyboard with a dead key. It happens.
There is a way to start by shorting two adb leads, I can't recall
which or where I saw, but it is as simple as inserting a bent wire in
the adb port.
