Hi,

Try the following:

1) Disconnect both the FDD and HDD: power on 
Do you see the blinking FDD icon and hear the startup bong or does the
screen remain completely black ? 
If not screen: Check the bulb at the back of the Yoke: you should see it
glow in the dark. 
Also check if the screen is static buy putting a flat small piece of paper
against the screen and see if it sticks. 
If so, then the Flyback (and the monitor) is OK.

If the screen appears OK and you still get no image on it then it likely 
- the logic board as you say the monitor and the HDD get power.
- The PSU than powers the logic board: with a multimeter you can check the
voltage on the connector that goes to the logic board. 
Let me know it you need the wiring diagram to test it: I have it somewhere
but need to dig it up.

2) If you get the blinking FDD icon, then connect the FDD and power on again
3) If this still works, then connect the HDD and try again

I do have one remark: you pulled the drive from a PowerMac 6100. If I'm not
mistaken: the Mac OS installer checks at the beginning of the Install, when
choosing for the "Easy Install", if it's a Mac 68K or PowerMac. 
It only installs the necessary OS for either 68K or PowerPC, not both of
them unless you go in "Custom Install" and check "Install Mac OS for Every
Mac"

As for the Pram battery: it's the same in a Powermac 6100 but technically
you don't need it. 
I have re-verified this with my own Mac Classic and it perfectly boots
without the battery installed.

Well... I would like to clear up a bunch of things.
1: the screen appears to get power, but it does not display an image.
2: the HDD does spin up, but won't read
3: The HDD was pulled from a perfectly fine install on a PowerMac 6100
with system 7.5.5 on it
4: The HDD is a 250mb 3.5" SCSI drive, with the same configuration to
make it work in the PowerMac (SCSI ID 0)
