At least 7.1 will do this. I have a couple baddish floppies I format in 
my Classic that do this. It'll slowly run through verifying, and the 
available capacity number will slowly drop until it either finishes, or 
hits a threshold and fails out.

It appears to be right around 1 meg on a 1.44 meg floppy that it dies.
