The Power adapter of the 180 is not the same as the 165c and 180c. The 180
adapter was rated at 2 amps where the 165c/180c were rated 3 amps.

Yes you can use a powerbook 165c/180c with your PB 180 but that isn't the
original one that came with the laptop.

The 9 volts battery is not needed for operation of the Mac Portable: it
server as the Pram battery when you take out the Main Battery.

Booting the Mac Portable draws over 3 Amps to spinup the HDD. The older the
hard drive gets, the more power it pulls to start ( = "stiction" ),
especially those in the Mac Portable as they are notorious for failing.
Don't forget that memory cards also take power...

I have tested my own M5120 and M5127 this morning: the M5120 takes 3.1 Amps
to start, the M5126 about 3.4 Amps
With some luck the 3 Amps will take it but the power circuit of the Mac
Portables were not designed to be started with a heavy power supply only
through the DC socket.

If you want to start it safely and don't have a rebuild main battery: use of
Lab PSU, set it to 6 volts and 4 amps current and feed the power through the
connectors of the main battery, with the battery cover closed.
